I have the honour to transmit for
the signification of His Majesty's pleasure the accompany-
-ing Ordinance entitled:-
An Ordinance to amend the Liquor Licences
Ordinance, 1898, and the Liquor Licences
Extension Ordinance, 1908, and to repeal the
Liquor Licences Amendment Ordinance,1902.
The usual report by the Attorney-General is attached,
to-
Enclosure 2. Enclosure 3. Enclosure 4.
-gether with a press copy of the remarks I made in the
Legislative Council on the second reading of the Bill, and
a Memorandum on the Licensing of Public Houses in Hongkong
which was laid on the Table of the Council when the Bill
was introduced.

The principal feature of the
Ordinance is the constitution of a Board of Licensing
Justices on the analogy of that already existing in the
Straits Settlements, (though in the present Ordinance the
